Notifications Regarding Moving (転入・転居・転出)
If your place of residence has changed, you need to complete certain formalities. If you have asked a proxy to complete these formalities on your behalf, you will need a separate letter granting that proxy power of attorney.
From February 6th, 2023, if you have a My Number Card, you can make use of the One-Stop Moving Service to set a planned date for moving into the city or changing address within your city, as well as to submit a Notice of Moving Out.
It is still necessary to bring your Notice of Moving In and Notice of Change of Address to the counter of the City Office, but the formalities have become smoother than previously.
If you are moving out of Higashihiroshima City to another municipality within Japan, as a rule there is no need for you to visit the City Office in Higashihiroshima City. If you are moving outside Japan, you will need to visit the City Office.

Moving Into the City(転入)
When Your Place of Residence Has Changed From a Different Village, Town or City to Higashihiroshima City
Please complete the formalities for moving into the city at the Citizens’ Affairs Division of the City Office.
★ These formalities must be completed within 14 days from the date when you began living in Higashihiroshima City.
Necessary Items
□ The Certificate of Moving Out(転出証明書) issued by the municipality that you moved from (if you used your ‘My Number’ card when you moved from that municipality, this certificate is not needed)
□Your residence card
□Your ‘My Number’ card (if you have one)
Changing Address(転居)
When Your Place of Residence Has Changed Within Higashihiroshima City
Please complete the formalities for changing address at the Citizens’ Affairs Division of the City Office.
★ These formalities must be completed within 14 days from the date when you began living at your new address.
Necessary Items
□Your residence card
□Your ‘My Number’ card (if you have one)
Moving Out of the City(転出)
When Your Place of Residence Has Changed from Higashihiroshima City to a Different Village, Town or City
1. Please complete the formalities for moving out of the city at the Citizens’ Affairs Division of the City Office.
When you have completed these formalities, you will be issued with a Certificate of Moving Out. However, if you use your ‘My Number’ card when moving out, you will not be issued with this certificate.
★ These formalities should be completed before you move out, or at the latest within 14 days from the date when you moved.
Necessary Items
□Your residence card
□Your ‘My Number’ card (if you have one)
2. At the municipal office of the city, town or village where your new place of residence is situated, complete the formalities for moving in.
★ The formalities must be completed within 14 days of the date when you began living at your new address.
Necessary Items
□ The Certificate of Moving Out issued by Higashihiroshima City. If you used your ‘My Number’ card when moving out, this certificate is not needed.
□Your residence card
□Your ‘My Number’ card (if you have one)
Moving to A Different Country(国外への転出)
Leaving Japan
If you move to a different country, even if you have a re-entry permit for Japan, you need to complete the formalities for moving out at the Citizens’ Affairs Division of the City Office.
※If you are leaving Japan for a short time, and then returning to Higashihiroshima City (for example, you are leaving Japan for a short while to travel to another country), but you are not changing your place of residence, you do not need to complete any formalities.

Notice of Change of Address(転居届)→ Post Office(郵便局)
Don't Forget to Submit a Notice of Change of Address to the Post Office When Changing Address, to Ensure That You Receive Your Post at Your New Address
By submitting a Notice of Change of Address(転居届) to the Post Office, you can have your post forwarded to your new address for a period of one year. The Notice of Change of Address also notifies the Post Office that you are living at your new address from the date you specify.
You can submit the Notice of Change of Address online, or at your nearest Post Office.
※If you submit the Notice of Change of Address at a Post Office, you will need your residence card.
