Notice

・Wherever possible, please take someone with you who speaks Japanese.

・For the procedures, identification documents (Residence Card, Driver’s License card, My Number Card, etc.) are required.

・Depending on the content of procedure, it may not be possible to complete your procedure on the same day.

・A letter of attorney is needed for the proxy.

・If it is crowded with the people visiting the City office, it may take longer to complete the procedures.

Opening Counters

Citizens’ Affairs Division（Divisions other than the Citizens’ Affairs Division, Branch Offices and Sub-Branch Offices are not open.)

Opening Days and Hours

  • On second and fourth Sunday from 8:30~12:30
  • On every Thursday from 8:30~19:00.（except national holidays and the new year/year-end period.

Handling Procedures

・Notifications (when moving into or out of the city, or changing address within the city.)

・Personal Seal Registration (the seal you wish to register is necessary)

・Receiving an individual number card (My Number Card).（Reservation is required in advance）

・Procedure for renewal of electronic certificate of an individual number card (My Number Card).

・Application and receiving the passport (only Japanese nationality) (Only for a person who has a registered address in Higashihiroshima City.）

・Application for Car Temporary Plate

Issuance of Certificates

・Certificates of Residence (The document can be requested for a person who has a registered address in Higashihiroshima City.)

・Certificates of Seal Registration（Please bring your personal seal registration card）

・Copy of the Family Register, Extract from the Family Register, etc.

・Certificate of Municipal and Prefectural Inhabitants Taxes (Certificate of Income )

・Certificate of Tax Payment (except a Certificate of No Arrears for Municipal Tax)

・Certificates of Vaccination Against Covid-19（Vaccine Passports）（If it is necessary to confirm the vaccination record, it will be sent at a late date by post mail.）
