About the Lump-sum Payment for Childbirth and Childcare (from birth on and after April 1st,2023)(出産育児一時金について)

When a person enrolled in the National Health Insurance scheme gives birth, the head of the household will receive a lump-sum allowance for birth and childcare costs. The amount of this lump sum allowance is 500,000 yen. However, depending on the hospital where you give birth, for example a hospital overseas, you may receive 488,000 yen.

There are two payment methods: (1) The ‘direct payment’ system, in which Higashihiroshima City pays the hospital directly, and (2) The ‘payment by proxy’ system, so please check with the hospital. If you do not wish to use systems 1. or 2., or if you give birth at a hospital that does not support systems 1. and 2., please apply for the lump-sum payment after giving birth (3).

Additionally, if you are giving birth overseas, you can apply after the person who gave birth returns to Japan.

  • As a general rule, the lump-sump payment is paid from the health insurance you are enrolled in at the time of giving birth, so if you are enrolled in another health insurance at the time of giving birth, please consult your medical institution or the National Health Insurance and Pension Division in the City Office. (However, if an insured person who has been enrolled in a company's health insurance for more than one year gives birth within six months of withdrawing from that health insurance, the lump-sum payment can be paid from the previous health insurance.)
  • If the pregnancy has been 85 days (12 weeks) or more, the lump-sum payment will be paid even if the pregnancy is a stillbirth or a miscarriage.
  • Please note that eligibility to receive the lump-sum payment expires two years from the day after you gave birth, and you will no longer be able to apply at that point.

Direct Payment System(直接支払制度)

No application to the city is required. However, if the cost of childbirth is less than 500,000 yen, please apply to the city for the payment of the difference, bringing the following documents:

(1) The application form for the Lump-sum Payment for Childbirth and Childcare;

(2) The agreement document regarding direct payment issued by the hospital etc.;

(3)The certificate of having given birth;

(4)The receipt/statement of childbirth expenses;

(5)Your health insurance certificate;

(6)A bank book or other document showing the account number and branch name of the financial institution to which the transfer will be made;

(7)An identity verification document for the applicant (a driver's license, a My Number Card, etc.).

Proxy Payment System(受取代理制度)

An application to the city is required in advance. Applications will be accepted from two months before the expected birth date.

(1)The application form for the Lump-sum Payment for Childbirth and Childcare (for payment by proxy) *Please have the hospital fill out the recipient agent column.

(2)Your Mother and Child Handbook;

(3)Your health insurance certificate;

(4)A bank book or other document showing the account number and branch name of the financial institution to which the transfer will be made;

(5)An identity verification document for the applicant (a driver's license, a My Number Card, etc.).

If the head of the household receives the payment after the birth(出産後に世帯主が受け取る場合)

If you do not (cannot) use systems 1. or 2., or if you gave birth overseas, please apply for  the lump-sum payment to the city after paying the full amount of the expenses for childbirth. You will need the following documents when making the application:

*If the child is born overseas, please apply after the person who gave birth returns to Japan.

(1)The application form for the Lump-sum Payment for Childbirth and Childcare;

(2)A document issued by the hospital, etc., certifying that you are not using the direct payment system (this is not required if the fact is stated on the receipt/statement or if you gave birth overseas);

(3)The certificate of having given birth (a Japanese translation is required if the child was born overseas);

(4)The receipt/statement of childbirth expenses;

(5)The passport (not a copy) of the person who gave birth (if the child was born overseas)

(6)Your health insurance certificate;

(7)A bank book or other document showing the account number and branch name of the financial institution to which the transfer will be made;

(8)Your Mother and Child Handbook (if issued in Japan);

(9)The consent form relating to investigations;

(10)An identity verification document for the applicant (a driver's license, a My Number Card, etc.).
