Applying for Certificates of Payment of Tax(納税証明書の請求方法)

Please apply for Certificates of Payment of Tax in person (at the Citizens’ Affairs Division (1F, City Office), at the Tax Collection Division (5F, City Office), or at a branch office or sub-branch office of the City Office), online by means of LINE, or by post.

* However, a ‘Certificate of No Tax Arrears’ can only be issued at the counter of the Tax Collection Division, at a branch office or sub-branch office, by an online application using LINE, or by post. It cannot be issued at the Citizens’ Affairs Division.

•Residence tax (municipal, prefectural tax)

•Corporate residence tax

•Fixed asset tax/City planning tax

•Light vehicle tax (the portion for vehicle type)

•National Health Insurance payments

3. Applying in person (at a counter of the City Office, etc.)(窓口で請求される場合

Necessary items when making an application:

1.Application form

These forms are available from the locations shown in ‘Where to apply’ below.

2. Documents to prove identity for those making an application in person.

Residence Card, My Number Card, etc.

3.  Letter of attorney      

Letter of attorney(PDFファイル:17.2KB)   

Needed when making an application by proxy.

However, if a relative from the same address within Higashihiroshima City makes the application as a proxy, no letter of attorney is needed.

4.Necessary fees (300 yen)

However, if applying for a certificate of payment of light vehicle tax (for inspections of light vehicles), no payment is necessary.

Where to apply

(1)Citizens’ Affairs Division, 1F, City Office main building

Application times: Mondays to Fridays, 8:30 to 17:15.

* Certificates of Payment of Tax (excluding ‘Certificates of No Tax Arrears’) can be issued from 8:30 to 12:30 on the 2nd and 4th Sunday of every month, and until 7:00 pm every Thursday (excluding national holidays and year-end and New Year holidays).

(2)Tax Collection Division, 5F, City Office main building

Application times: Mondays to Fridays, 8:30 to 17:15.

(Closed on Saturdays, Sundays, national holidays, and between December 29th and January 3rd.)

4.When applying online using LINE(LINEを活用したオンライン申請で請求される場合

From September 1, 2023, those who have a My Number Card are able to apply for a certificate of payment of tax, a copy of their certificate of residence, a certificate of seal registration, or a certificate of income, using the smartphone app LINE.

Items needed for online application:

・A friend registration from the Higashihiroshima City official LINE account

・A smartphone that can read a My Number Card

・A My Number Card (an electronic certificate for signature is needed)

・A credit card

The billing method

1. Select ‘Online procedure counter congestion status’(オンライン手続 窓口混雑状況) in the rich menu of the Higashihiroshima City official LINE account

2. Select “Application for Certificate / Tax Certificate”(証明書の交付申請・税証明書) displayed on the talk screen

After that, select the certificate you need, follow the guide, select or input as appropriate, read your My Number Card, and complete the payment procedure to apply.

How to add the Higashihiroshima City official LINE account as a friend:

1. Click here

2. Read (scan) the two-dimensional code

3. Search on LINE

Search for ‘Higashihiroshima City’ from the official accounts, and register.

Please note that the certificate will be mailed to the address on the certificate of residence.

You can pay the issuance fees and shipping fees by credit card.

5. Applying by post(郵便で請求される場合

How to apply

Please send your application to the following address. Please be sure to include the items 1-4 below.

1.A document that clearly states the application details (an invoice)

・An application form (there are two types)

Application for issuance of certificate of payment of tax(PDFファイル:51.5KB) (general)

This is a general certificate of payment of tax (for a specific financial year, for a specific type of tax).

Application for issuance of certificate of payment of tax(PDFファイル:39.5KB)(proof that there are no tax arrears)

This is a certificate of payment of tax (proof that there are no tax arrears), needed when applying for eligibility to take part in bidding, when applying for entrance into municipal accommodation, or when applying for subsidies or loans, etc.

・The name, address and telephone number of the applicant (this should be a number at which you can be reached during the day; please be sure to give this)

・The name, address and date of birth of the person for whom a certificate of payment of tax is needed

・The type o f certificate needed, and the number of copies

2.Document to prove personal identity

Please be sure to enclose a copy of a document to prove your identity (your My Number Card, your Residence Card, etc.)

For details, please see ‘Points to Note about Personal Identification Documents’ below.

3.Fixed amount postal money order

Please enclose a fixed amount postal money order equivalent to the administrative fees for the certificates you are requesting (you can purchase fixed amount postal money orders at Post Offices).

Stamps and revenue stamps cannot be accepted as payment for administrative fees.

4.Reply envelope

Please write your name and address on a standard-sized envelope, and affix a stamp. If your application is urgent, please affix stamps to cover the cost of express delivery.

Points to note

1.If you are applying for a certificate of payment of light vehicle tax (for inspections of light vehicles), please enclose a copy of your vehicle inspection certificate.

2.Please be aware that applications cannot be accepted by telephone or fax.

3.When your application arrives at the Tax Collection Division, your certificate(s) will be issued and posted to you. Please bear in mind the days required for delivery, and if your application is urgent, please use express delivery, etc.

4. Please note that payment information may not be updated for about two weeks after you make the payment.

If you need a Certificate of Payment of Tax immediately, please come to the Tax Collection Division, the Citizens’ Affairs Division, or a branch office or sub-branch office with your receipt (or bankbook if you paid by bank transfer).

6.Issuance at a Convenience Store(コンビニ交付

You can obtain certificates (not certificates of payment of light vehicle tax (for inspections of light vehicles)) at the terminals located in convenience stores, etc., across Japan.

Please be aware that after you pay the tax, the payment data may not be updated for approximately two weeks.

If you need a certificate of payment of tax urgently, please apply in person at the Tax Collection Division, the Citizens’ Affairs Division, or at a branch office or sub-branch office of the City Office, bringing with you the receipt (or your bank book if the payment was made by bank account transfer).

Eligibility

Those in the following categories can obtain certificates at convenience stores:

1.Those with a certificate of residence in Higashihiroshima City.

2.Those subject to tax in Higashihiroshima City.

3. Those with a My Number Card with a digital certificate proving the user’s identity (My Number notification cards are not acceptable).

Usage times

6:30 – 23:00 (not between December 29th and January 3rd, or when maintenance is being carried out.)

Fees

300 yen per copy (per financial year, and per tax type).

7. Points to Note Regarding Documents for Personal Identification(本人確認書類の注意事項)

Please note the following points.

Residence Card

When sending a copy of your residence card by post, please note the following points:

1. Please check that the name, address and date of birth are the same as those shown on the application form.

2.Please check that the document is within its period of validity.

3.If your address has changed since the card was issued, please be sure to also copy the side of the card where your current address is shown. Please obscure unnecessary information by crossing it out with black ink.

My Number Card

When sending a copy of your My Number Card by post, please note the following points:

1. Please copy the front side (the side with the face photo).

2. Please check that the name, address and date of birth are the same as those shown on the application form.

3.Please check that the document is within its period of validity. 

4.Please obscure the part showing your intention regarding organ donation, by crossing it out with black ink.

5.A copy of the My Number notification card is not acceptable.

Driving License

When sending a copy of your driving license by post, please note the following points:

1. Please check that the name, address and date of birth are the same as those shown on the application form.

2.Please check that the document is within its period of validity.

3. If your name and/or address has changed since the card was issued, please be sure to also copy the reverse side of the card. Please also check that the public safety stamp is clearly shown.

4.If there is insurance or medical information shown, please obscure this by crossing it out in black ink.

5.Please do not erase the recorded information.

Health Insurance Certificate

When sending a copy of your Health Insurance Certificate by post, please note the following points:

1. Please check that the name, address and date of birth are the same as those shown on the application form.

2. If your current address is shown on the reverse of the card, please be sure to also copy the reverse side of the card.

3. Please obscure the ‘Insurer Number’, the ‘Insured Person Symbol/Number’, and the ‘QR Code’ sections by crossing them out in black ink.
