Necessary Formalities for Motor Vehicles, Motorcycles, Etc.（自動車・バイクなどの諸手続きについて）
If you are the owner of a car, a motorcycle, etc. as of April 1st each year, you will be liable for tax on that vehicle. Even if you have given the vehicle to someone else, unless you change the name of the registered owner, you will continue to be liable to pay tax on the vehicle.
When you buy, sell, scrap (deregister) or transfer ownership of a vehicle, or when you move out of Higashihiroshima City, please be sure to complete the necessary formalities without delay.

How to change the registered owner for motorbikes of 125cc or less (mopeds):You can complete the necessary formalities at the City Office for motorbikes of 125cc or less (mopeds) only.
Necessary Items
For light vehicle tax and vehicle tax
- The number plate of the vehicle
- Vehicle disposal declaration form (the necessary details should be filled in by the original owner)
- Declaration of registration (the necessary details should be filled in by the new owner)
- An identification document (a Residence Card, etc.) of the person visiting the City Office
Motor Vehicle Insurance（自動車保険）
If you cause an accident, you will have to pay a large amount of money to the other party involved, including repair expenses, medical treatment costs, compensation money, etc. For this reason, you should be sure to enroll in insurance.
Mandatory Vehicle Liability Insurance（自賠責保険）
Enrollment in this insurance is mandated by law for all vehicle owners, including owners of motorbikes.
If you drive a vehicle without this insurance, you will be subject to imprisonment of up to one year or a fine of up to 500,000 yen, and your license will be revoked.

Voluntary Insurance（任意保険）
If the amount of compensation exceeds that covered by the mandatory vehicle liability insurance, this insurance covers the excess amount.
※ If in an accident you injure someone or kill someone, you will not be able to cover the compensation just with mandatory vehicle liability insurance. You should enroll in voluntary insurance too.
