Necessary Formalities for Motor Vehicles, Motorcycles, Etc.（自動車・バイクなどの諸手続きについて）
If you are the owner of a car, a motorcycle, etc. as of April 1st each year, you will be liable for tax on that vehicle. Even if you have given the vehicle to someone else, unless you change the name of the registered owner, you will continue to be liable to pay tax on the vehicle.
When you buy, sell, scrap (deregister) or transfer ownership of a vehicle, or when you move out of Higashihiroshima City, please be sure to complete the necessary formalities without delay.

How to change the registered owner for motorbikes of 125cc or less (mopeds):You can complete the necessary formalities at the City Office for motorbikes of 125cc or less (mopeds) only.
Necessary Items
□The number plate of the vehicle
□Vehicle disposal declaration form (the necessary details should be filled in by the original owner)
□Declaration of registration (the necessary details should be filled in by the new owner)
□An identification document (a Residence Card, etc.) of the person visiting the City Office
