The Long-Term Care Insurance System（介護保険制度）

The Long-Term Care Insurance System is a system in which everyone helps support people who have grown old and need assistance with daily life.
By contributing money (insurance premiums), you can use long-term care services when necessary.
Foreign residents living in Japan who fall under the categories below must enroll in the Long-Term Care Insurance System and pay long-term care insurance premiums.
   In addition, if you wish to receive care services, you must apply for Long-Term Care Certification, in which the City Office determines the level of care needed.

Foreign residents who are required to enroll in Long-Term Care Insurance
People who fall under any of the following must enroll in Long-Term Care Insurance.
1.People aged 40 to under 65 who are enrolled in medical insurance and have an address in Higashihiroshima City
2.People aged 65 or older who have an address in Higashihiroshima City
3.People with a residence status of Designated Activities who are expected to be able to live in Higashihiroshima City for three months or longer
4.People with a residence status of Official who will stay in Higashihiroshima City for three months or longer
* However, even if you fall under 3 or 4, the following people are not enrolled in Long-Term Care Insurance.

• You came to Higashihiroshima City to receive treatment, or to look after a person who came to Higashihiroshima City to receive treatment;
• You are staying in Higashihiroshima City for the purpose of sightseeing;
• People who came to Higashihiroshima City to work on the 2027 International Horticultural Expo project, and their spouses and children, who have submitted documents stating that they do not wish to enroll in the medical insurance system;
• You came to Higashihiroshima City with the status of residence of ‘Diplomat’;
• You came to Higashihiroshima as a member of the United States military, or as the family of such an individual;
• You fall into one of the categories for exemption.

You are enrolled into the long-term care insurance system from the month in which you become 40.
If your birthday is on the first day of the month, you will be enrolled from the previous month.
For example, if your birthday is October 1st, you will be enrolled into the long-term care insurance system from September.
